Monday Holidays: Why So Many Countries Pin Holidays to Mondays

Many countries have decided that a holiday is more useful on a Monday than on its historical date. Here is how the main Monday systems work and what they mean for planning.

Monday Holidays: Why So Many Countries Pin Holidays to Mondays

A holiday on a Wednesday breaks the week in half. Production stops and restarts, people take extra days to bridge it, and the overall disruption can feel larger than the single day off. A holiday on a Monday, by contrast, simply produces a three-day weekend. That practical argument has led many countries to tie some of their holidays to Mondays rather than to a fixed date, either by defining them as "the first Monday of" a month or by moving them to the nearest Monday.

The United States: the Uniform Monday Holiday Act

The best-known example is the Uniform Monday Holiday Act, passed by Congress in 1968 and taking effect in 1971. It moved several federal holidays from fixed dates to designated Mondays:

  • Washington's Birthday moved to the third Monday in February.
  • Memorial Day moved to the last Monday in May.
  • Columbus Day was set on the second Monday in October.
  • Veterans Day was moved to the fourth Monday in October, although it was later returned to its original date of 11 November.

Labor Day was already the first Monday in September. Martin Luther King Jr. Day, added later, was also set on a Monday, the third in January. The result is that most US federal holidays now produce a three-day weekend by design. The exceptions are those still tied to a date (New Year's Day, Juneteenth, Independence Day, Veterans Day, Christmas Day) and Thanksgiving, which is fixed to the fourth Thursday in November.

Worked example: US federal holidays in 2027

Holiday Rule 2027 date (observed) Three-day weekend?
New Year's Day 1 January Fri 1 Jan Yes
Martin Luther King Jr. Day Third Monday in January Mon 18 Jan Yes
Washington's Birthday Third Monday in February Mon 15 Feb Yes
Memorial Day Last Monday in May Mon 31 May Yes
Juneteenth 19 June Fri 18 Jun Yes
Independence Day 4 July Mon 5 Jul Yes
Labor Day First Monday in September Mon 6 Sep Yes
Columbus Day Second Monday in October Mon 11 Oct Yes
Veterans Day 11 November Thu 11 Nov No
Thanksgiving Fourth Thursday in November Thu 25 Nov No (four days with Friday)
Christmas Day 25 December Fri 24 Dec Yes

Count the "yes" rows: 9 of the 11 federal holidays produce a three-day weekend in 2027. Five of those nine are Monday holidays by rule and will be Mondays every year. The other four are date-based and happen to land on or be observed on a Friday or Monday this year; in other years some of them fall midweek. (New Year's Day 2028 is also observed in 2027, on Friday 31 December, giving a tenth long weekend.) Private employers set their own schedules, so check your company calendar.

The United Kingdom: bank holiday Mondays

Several UK bank holidays are defined as Mondays. In England and Wales, the early May bank holiday is the first Monday in May, the spring bank holiday the last Monday in May and the summer bank holiday the last Monday in August. Scotland has its summer bank holiday on the first Monday in August instead. Easter Monday is a Monday by definition, though not a bank holiday in Scotland. Combined with substitute Mondays for weekend holidays, this means most UK bank holidays land on Mondays.

The Monday rule has occasionally been set aside for special events, when the government has moved a bank holiday or added one by proclamation. That is a reminder that the official list for the year is what counts. The UK bank holiday calendar shows each nation's dates.

Latin America: moving holidays to Mondays

Several Latin American countries move some holidays to Mondays, although the rules differ:

  • Colombia has, since a 1983 law often called the Ley Emiliani, moved many holidays to the following Monday when they do not already fall on one. That gives Colombia a large number of long weekends. See the Colombia holiday calendar for the current year's dates.
  • Argentina classifies some holidays as movable, and the rules for when and how they move have been revised several times. The government may also designate additional non-working days for tourism.
  • Mexico observes several official rest days on Mondays, including Constitution Day (first Monday in February), Benito Juárez's birthday (third Monday in March) and Revolution Day (third Monday in November).

Because these rules are amended from time to time, check the official calendar each year rather than applying an old rule.

Japan: the Happy Monday System

Japan moved several national holidays to Mondays from 2000 onwards under what is commonly called the Happy Monday System. Coming of Age Day is the second Monday in January, Marine Day the third Monday in July, Respect for the Aged Day the third Monday in September and Sports Day the second Monday in October. In 2027 those fall on 11 January, 19 July, 20 September and 11 October.

What Monday holidays change for planning

Monday-pinned holidays have predictable effects:

  • Fewer bridge days. A Monday holiday needs no bridge, so there is less pressure on Fridays and fewer half-empty offices midweek.
  • More Monday disruption. Weekly meetings, Monday deliveries and weekly payroll runs get pushed more often. Teams that plan sprints or shifts starting on Monday lose that day repeatedly.
  • Concentrated travel. Three-day weekends are predictable, so travel demand piles up on the same Friday evenings and Monday afternoons.
  • Cross-border mismatches. A country with Monday holidays and a partner country with fixed-date holidays will rarely share days off. The team overlap tool shows the gaps.

What to do next

  • Note which holidays in your countries are defined by a weekday rule rather than a date: they are the easiest to plan years ahead.
  • Move recurring Monday meetings or deliveries on the known Monday holidays now, rather than week by week.
  • For Latin American and other countries where transfer rules change, re-check the official list each year.
  • Use the long weekend pages, such as 2027 long weekends in Colombia, to see the resulting three-day weekends at a glance.
